The surah that announces for all time that God granted to His prophet, to the Emigrant and Helping Companions, and to three errant believers Repentance; and that offers the same opportunity to the unbelievers and the hypocrites, provided they forever renounce hostility, idolatry, and duplicity; and which further demonstrates the faithfulness of this offer in God’s decree of amnesty for the truly repentant idolaters who fought the believers at a place called Ḥunayn. It is named after "repentance" (tawbah) mentioned in verse 3 and verse 5. The surah opens by giving notice of the severance of the treaty with the idolaters because they had broken it, but the bulk of the surah deals with preparations and recruitment for the expedition to Tabūk (year 9/631). The hypocrites and those who stayed behind and failed to support the Prophet Muḥammad are all censured. This is the only surah not to begin with the formula Bismillah.

يَعْتَذِرُونَ إِلَيْكُمْ إِذَا رَجَعْتُمْ إِلَيْهِمْ ۚ قُلْ لَا تَعْتَذِرُوا لَنْ نُؤْمِنَ لَكُمْ قَدْ نَبَّأَنَا اللَّهُ مِنْ أَخْبَارِكُمْ ۚ وَسَيَرَى اللَّهُ عَمَلَكُمْ وَرَسُولُهُ ثُمَّ تُرَدُّونَ إِلَىٰ عَالِمِ الْغَيْبِ وَالشَّهَادَةِ فَيُنَبِّئُكُمْ بِمَا كُنْتُمْ تَعْمَلُونَ ﴿٩٤﴾
٩٤ - جب تم ان کے پاس واپس جاؤ گے تو تم سے عذر کریں گے تم کہنا کہ مت عذر کرو ہم ہرگز تمہاری بات نہیں مانیں گے خدا نے ہم کو تمہارے سب حالات بتا دیئے ہیں۔ اور ابھی خدا اور اس کا رسول تمہارے عملوں کو (اور) دیکھیں گے پھر تم غائب وحاضر کے جاننے والے (خدائے واحد) کی طرف لوٹائے جاؤ گے اور جو عمل تم کرتے رہے ہو وہ سب تمہیں بتائے گا .
[9:94] They will make excuses to you when you have returned to them. Say, "Make no excuse - never will we believe you. Allah has already informed us of your news. And Allah will observe your deeds, and [so will] His Messenger; then you will be taken back to the Knower of the unseen and the witnessed, and He will inform you of what you used to do."
[Transliteration] ya'taziroona ilaikum izaa raja'tum ilaihim, qul laa ta'taziroo lan nu'mina lakum qad nabba annal laahu min akhbaarikum, wa sa yaral laahu 'amalakum wa Rasooluhoo suma turaddoona ilaa 'Aalimil Ghaibi washshahaadati fa yunabbi'ukum bimaa kuntum ta'maloon
