The surah that mentions mutual Consultation among the believers as the godly means by which to conduct their affairs and as a virtuous sign that they will gain the reward of God in the Hereafter. It takes its name from verse 38 concerning "counsel" (shūrā). The surah discusses man’s habit of creating division and disharmony in matters of religion, and God’s all-prevailing power, wisdom, and final decision. The unity of religion is stressed (verse 13) as is the continuity of the prophets (verse 3). The Prophet is reminded that he cannot compel people to believe, that they will be judged according to their deeds, and that he is only there to deliver the message. The nature of revelation is described in verse 51 ff.

AS-SHURA

فَمَا أُوتِيتُمْ مِنْ شَيْءٍ فَمَتَاعُ الْحَيَاةِ الدُّنْيَا ۖ وَمَا عِنْدَ اللَّهِ خَيْرٌ وَأَبْقَىٰ لِلَّذِينَ آمَنُوا وَعَلَىٰ رَبِّهِمْ يَتَوَكَّلُونَ ﴿٣٦﴾

٣٦ - (لوگو) جو (مال ومتاع) تم کو دیا گیا ہے وہ دنیا کی زندگی کا (ناپائدار) فائدہ ہے۔ اور جو کچھ خدا کے ہاں ہے وہ بہتر اور قائم رہنے والا ہے (یعنی) ان لوگوں کے لئے جو ایمان لائے اور اپنے پروردگار پر بھروسا رکھتے ہیں .

[42:36] So whatever thing you have been given - it is but [for] enjoyment of the worldly life. But what is with Allah is better and more lasting for those who have believed and upon their Lord rely

[Transliteration] Famaa ooteetum min shai'in famataa'ul hayaatid dunyaa wa maa 'indal laahi khairunw wa abqaa lillazeena aamanoo wa 'alaa Rabbihim yatawakkaloon

وَالَّذِينَ يَجْتَنِبُونَ كَبَائِرَ الْإِثْمِ وَالْفَوَاحِشَ وَإِذَا مَا غَضِبُوا هُمْ يَغْفِرُونَ ﴿٣٧﴾

٣٧ - اور جو بڑے بڑے گناہوں اور بےحیائی کی باتوں سے پرہیز کرتے ہیں۔ اور جب غصہ آتا ہے تو معاف کردیتے ہیں .

[42:37] And those who avoid the major sins and immoralities, and when they are angry, they forgive,

[Transliteration] Wallazeena yajtaniboona kabaaa'iral ismi wal fawaa hisha wa izaa maa ghadiboo hum yaghfiroon

وَالَّذِينَ اسْتَجَابُوا لِرَبِّهِمْ وَأَقَامُوا الصَّلَاةَ وَأَمْرُهُمْ شُورَىٰ بَيْنَهُمْ وَمِمَّا رَزَقْنَاهُمْ يُنْفِقُونَ ﴿٣٨﴾

٣٨ - اور جو اپنے پروردگار کا فرمان قبول کرتے ہیں اور نماز پڑھتے ہیں۔ اور اپنے کام آپس کے مشورے سے کرتے ہیں۔ اور جو مال ہم نے ان کو عطا فرمایا ہے اس میں سے خرچ کرتے ہیں .

[42:38] And those who have responded to their lord and established prayer and whose affair is [determined by] consultation among themselves, and from what We have provided them, they spend.

[Transliteration] Wallazeenas tajaaboo li Rabbhim wa aqaamus Salaata wa amruhum shooraa bainahum wa mimmaa razaqnaahum yunfiqoon

وَالَّذِينَ إِذَا أَصَابَهُمُ الْبَغْيُ هُمْ يَنْتَصِرُونَ ﴿٣٩﴾

٣٩ - اور جو ایسے ہیں کہ جب ان پر ظلم وتعدی ہو تو (مناسب طریقے سے) بدلہ لیتے ہیں .

[42:39] And those who, when tyranny strikes them, they defend themselves,

[Transliteration] Wallazeena izaa asaabahumul baghyu hum yantasiroon

وَجَزَاءُ سَيِّئَةٍ سَيِّئَةٌ مِثْلُهَا ۖ فَمَنْ عَفَا وَأَصْلَحَ فَأَجْرُهُ عَلَى اللَّهِ ۚ إِنَّهُ لَا يُحِبُّ الظَّالِمِينَ ﴿٤٠﴾

٤٠ - اور برائی کا بدلہ تو اسی طرح کی برائی ہے۔ مگر جو درگزر کرے اور (معاملے کو) درست کردے تو اس کا بدلہ خدا کے ذمے ہے۔ اس میں شک نہیں کہ وہ ظلم کرنے والوں کو پسند نہیں کرتا .

[42:40] And the retribution for an evil act is an evil one like it, but whoever pardons and makes reconciliation - his reward is [due] from Allah. Indeed, He does not like wrongdoers.

[Transliteration] Wa jazaaa'u saiyi'atin saiyi'tum misluha faman 'afaa wa aslaha fa ajruhoo 'alal laah, innahoo laa yuhibbuz zaalimeen

وَلَمَنِ انْتَصَرَ بَعْدَ ظُلْمِهِ فَأُولَٰئِكَ مَا عَلَيْهِمْ مِنْ سَبِيلٍ ﴿٤١﴾

٤١ - اور جس پر ظلم ہوا ہو اگر وہ اس کے بعد انتقام لے تو ایسے لوگوں پر کچھ الزام نہیں .

[42:41] And whoever avenges himself after having been wronged - those have not upon them any cause [for blame].

[Transliteration] Wa lamanin tasara ba'da zulmihee fa ulaaa'ika maa 'alaihim min sabeel

إِنَّمَا السَّبِيلُ عَلَى الَّذِينَ يَظْلِمُونَ النَّاسَ وَيَبْغُونَ فِي الْأَرْضِ بِغَيْرِ الْحَقِّ ۚ أُولَٰئِكَ لَهُمْ عَذَابٌ أَلِيمٌ ﴿٤٢﴾

٤٢ - الزام تو ان لوگوں پر ہے جو لوگوں پر ظلم کرتے ہیں اور ملک میں ناحق فساد پھیلاتے ہیں۔ یہی لوگ ہیں جن کو تکلیف دینے والا عذاب ہوگا .

[42:42] The cause is only against the ones who wrong the people and tyrannize upon the earth without right. Those will have a painful punishment.

[Transliteration] Innamas sabeelu 'alal lazeena yazlimoonan naasa wa yabghoona fil ardi bighairil haqq, ulaaa'ika lahum 'azaabun aleem

وَلَمَنْ صَبَرَ وَغَفَرَ إِنَّ ذَٰلِكَ لَمِنْ عَزْمِ الْأُمُورِ ﴿٤٣﴾

٤٣ - اور جو صبر کرے اور قصور معاف کردے تو یہ ہمت کے کام ہیں .

[42:43] And whoever is patient and forgives - indeed, that is of the matters [requiring] determination.

[Transliteration] Wa laman sabara wa ghafara inna zaalika lamin 'azmil umoor
